Any photoshop version except for versions lower than CS1 can animate. Lower versions will require an additional program called Adobe Imageready.

I could animate using a mouse. I only used this tablet for a month before getting to use the mouse again.
A tablet doesn't really make work any much easier if you know how to draw using a mouse.
