The character's statement has no context. He's expressing his disapproval of sexual harassment that specifically targets women, without anyone prompting so.
That implies, at the very least, that he's less concerned about harassment of people who are not women.

Yeah, I got the joke. A normal person would just say "Animal cruelty is wrong", "You should treat your friends with respect", "The dead should not be desecrated",Β and of course "Sexual harassment is not cool".
