The Inter-War YearsWith the end of a war, came new technologies. Technologies initially developed only for the Astro Command now is slowly presented to the public, one such being the Warp Torus Technology. For decades, Warp Torus based Warp Propulsion is limited to Sub-Luminal Warp due to the complexity of such a machine, however due to the physics became significant more fuel, and energy efficient. Due to the restrictions imposed on various treaties to Relativistic Warp and Superluminal Warp travel, the development of FTL Rated Warp Torus is slow and usually restricted to the Astro Command. Thus after 2 decades of development, in-line with the Second Phase of the Marinier Project which aims to design and build a more compact ship profile, avoiding the mountain of reports of damaged Warp Rings in case of another armed conflict were ever to arise.
While this was happening in the R&D side of things, political reforms sweapt across the Commonwealth. The limitation of Conglomerates to have a maximum number of star systems with their assets, indirectly through subsidiaries or directly owned is imposed, with it, the restructuring of polities throughout the Commonwealth, mostly of the Inter-System Stations which holds a sizeable quanity of the Space-Borne human population and economy, which is also vital to trade as they act as trade hubs, R&R hubs, Repair and Maintenance Yards and refuel yards every several hundred to thousand Astronomical Units. With the limitations imposed on conglomerates and any related matters to it, the Parliament's Demographics Council was strengthened, a sign to which would see the mixing of Technocracy and Democracy furthered in the human civilization. The Demographics Council, a council which represented different demographics within a population, from workers to teachers to students and alike, elected annually and was apart of the House of Representives, however due to Conglomerate meddling, the Corporate aligned portions of the House of Representives overpowered the votes of many of the other components of the House of Representives, amongst these components is the more Populist Regional Representives and the Demographics Council. With the Demographics Council now strengthened, many policies could be ennacted much more efficiently. This change of the government structure, particularly the Legislative Body impacted mostly within the Commonwealth Government and not alot changed within the government of individuals worlds and stations, regardless the new legislature acts have changed much and amongst these is the advent of Interventionist Policies on the economy and key industries held by the Commonwealth Government.
With a more organized government and an increasingly more efficient beauracracy, much of civilian and military programs could be sped up in rates yet to be seen. The construction of communications hubs, mineral and anti-matter refinery stations, anti-matter collectors and the upsizing of the subsudized mining fleet's size for the space-borne civilian sector, and the increased paced of which the UHCN's Marinier Project would be developed benefitted the coming times, as war looms with the Achilles Imperial State as more contact with the Ophiuchi system increases naturally, over time.
Amongst the 2nd and 3rd Phase of the Marinier Project was a collection of new generation ships, with experimental versions built in the final years and months leading up into the Second Intercorporate War. The classes of ships is as follows:
Haruna-class Space Battlecruiser (40 ships)
Mogami-class Space Heavy Cruiser (80 ships)
Taipei-class Space Light Cruiser (290 ships)
Longsword-class Multi-Role Space Destroyers (2200 ships)
With the first two being apart of the 2nd Phase and the latter two being apart of the 3rd Phase.
With the economics of these new Phases of modernization under way, a follow-up 5th Phase is funded and has plans completed in the following 6 months, the 5th Phase comprised of a next generation Space Dreadnought, the California-class and the Baltimore-class Space Heavy Cruiser, with 12 and 100 ships built for each class respectively. The Baltimore-class being a streamlined version of the Mogami-class and all its variants while the California-class is a refined version of the Haruna and Galaxy-class starships.
The Start of a New War
However in the aftermath of the 2nd Altair Incident, with the advent of the Achilles' Interplanetary Hypervelocity Missiles, powerful, Antimatter-Matter Annihilation propelled, 60-meter-long torpedoes that can reach 8% of the speed of causality, or light speed changed the Commonwealth fleet doctrine. These torpedoes can evade most defenses and has the punching power to penetrate the most shielded of ships from the kinetic energy alone. Thus the 5th Generation ships will integrate the Mogami's sub-light propulsion systems and integrate advanced shielding that would be developed for tje California-class alone. This would follow refits of the 2nd through 4th Modernization Phase ships, until at the minimum of 25% of all front-line active ships are modernized, the goal is to keep in the defensive until the newded units are ready. Fortunate for the Commonwealth, the number of these Hypervelocity Missiles is in a short stick due to their speed and stealth requirements, making them hard to manufacture in large numbers. The active frontline systems is as follows:
1. Altair
2. Epsilon Indi
3. Barnard's Star
With small hit-and-fade raids into the Ophiuchi system occuring at times where the Imperial fleet is over extended. In due time, the number of raids would remain the same and at times, decrease due to the competing production of both Achilles and Commonwealth ships to fill in and exploit the gaps in the lines respectively.
However due to the stagnancy of combat — usually squadrons of 6 to 10 ships fighting it out with most skirmishes ending in a stalemate — the frontlines remained stagnant and only in 166 PUE, a push was completed, a decisive battle around Greyhound Starbase, the primary Exo-Sol military instalation to the West of Sol in retrospect to Galactic North (core), changed the situation, with Commonwealth forces achieving a Strategic Victory and a tactical defeat under Admiral Zarcos Alven of the 2nd Fleet. This was a time where many of the Yugumo-class Destroyers was put into the backlines and the newer Longswords were put to frontline duty. During the Battle of Greyhound Starbase, 53 of the aging Yugumo-class Destroyers was destroyed or damaged beyond repair and the base alone sustained moderate damage to its scaffholding, thus repairs was made quickly. While the Imperial Navy lost barely any of their frigates and cruisers, they failed to keep the blockade of the Starbase due to their failure to attack and hit the critical systems of an active battlestation as such. With the failure to knockout power systems, weapons and resource management, system that are vital to keep the supply lines in the Barnard system. This had the 3rd Fleet which was stationed in the outer rim of the Barnard system due to an overcrowded zone filled with hostile craft — now disorientated — entered the battlespace and pushed the Imperial fleet out into interstellar space.
