The mysterious Sadocrats were a race of powerful beings who ruled over countless other lives with an iron fist. They tormented whoever they wanted simply because they could until their whole culture and life centered around it. With dark magic they learned to sustain themselves with pain, fear and agony of their victims and overages  their bodies were warped and changed to better reflect this tendency - not much have left from their original anatomy but the hypertrophic spinal column on which multiple )and interchangeable) torture appendages were mounted, a whip-like tail and a "head" that consisted of sensory organs at various configurations and shapes (no two Sadocrats look exactly the same... mostly. Sometimes they adopt the look of others because of admiration or fashion) Some even believe they are not descended from uniform race but rather various beings that adopted their way of life. 
Ultimately the Sadocrats have created a horrific dimension from the thoughts and memories of their past victims, the place known as "Paradise"  where they since then reside, taking little concern with the outside world. Occasionally they leave it, however; mostly to teach others their way of life possibly with intent of one day recruiting them in their own ranks.

The "Wings" of the creature with gibbets and coffins hanging from them are his food source. Filled with comatose but still alive victims that are in a constant state of dull pain keeps them alive when they enter material world. It also gives you the idea how large the creature is.

Possibly somehow related to Slayer Wizards ? Either a similar species or what happens when a Slayer Wizard is provided with as many victims as it wants and stops being limited by the environmental pressure of finite quantities of prey.

Compare the basic form of its body without the interchangeable, removable cybernetics to that of the skeleton of a baleen whale . Everything else grafted on top of that is just gigerian biomechanical life-support systems, armor plating, manipulator and locomotory limbs, sensors, weapons, etc. Something like a Doom 2016 Revenant, where the victim has been flayed of everything down to skeleton and vestigial remnants of musculature, then implanted with weaponized prosthesis. But with a whale as the starting point, not a human.

The head. If not for the six superficially flower petal-looking fleshy protrusions, two on each side and two on the top which might be ears, horns, some kind of collar, or possibly armor plating like Pacific Rim's Raiju or #98 from this picture by , it looks like a humpback whale skull .


The size. The spine and skull are just about the right dimensions.


Some real cetaceans are sadistic, fortunately limited by their lack of appendages and tool use. This just gives them power .


Gigerian cyborg cenobite whales are their own excuse.

Tge flower petal fleshy things are commonly called ears. In this case hi has so many to hear the screams of his victims better.

As for the head, I see your point but that's just the beaked-pointy-whale skull/azhdarchid heads I love giving my monsters. 

Also note that this aint a cyborg. More of an arthropod? Just made of bones instead  of chitin.
