Description Something I put together after several months of doing a deep dive into the Resident Evil Franchise. It’s a bit different from my usual work but I hope you enjoy it.


The dissolution of the Bioterrorism Security Assessment Alliance in 2026, sent shockwaves throughout the global security apparatus. Established several years after the Raccoon City Incident, the BSAA had once stood as the world’s foremost bulwark against further biohazard threats. However, a series of catastrophic failures to prevent large-scale Bioterrorist attacks in the 2010s to 2020s would lead to the organization’s eventual demise. Major population centers around the world were targeted in various acts of Bioterrorism, efforts at combating these threats strained the BSAA’s resources to the breaking point as the organization struggled to prevent outbreaks and mitigate the loss of life. As the BIoWeapon threat escalated, so too did geopolitical tensions among the world’s major powers. The United States, European Union, Russian Federation, and People’s Republic of China, all found themselves at odds over varying strategies in conducting counterterrorism as well as how much support they would provide the BSAA. Disagreements on military intervention, intelligence sharing, and the development of new technologies only put further strain on the alliance. Additionally, the BSAA’s seemingly inability to prevent large-scale bioterrorist attacks eroded international confidence in the organization as member nations began to question the usefulness of the alliance all together, eventually leading to several nations to withdraw their support and reallocate resources to bolster their own national security efforts, further weakening the BSAA.


The breaking point came in 2023, when a devastating bioterrorist attack was carried out in Busan, South Korea. BSAA forces failed both to prevent the attack as well as then contain it, leading to a significant loss of life. With the entire country being at risk, China took unilateral action in sending its own expeditionary force to contain the new virus before brutally purging Busan of all those infected. The Busan Incident would see the first open use of controlled BioWeapon Soldiers by China and the informal beginning of the so-called BioWeapon Cold War. Amid mounting public outcry and diminishing international support in the aftermath of the Busan Incident, the BSAA was officially dissolved in 2026. All member states and partner organizations withdrew their funding as the BSAA’s assets were subsequently liquidated. It was a somber end to an alliance that had once held the promise of safeguarding humanity from biohazard threats. By the year 2037, the world stands at the precipice of a new and dangerous era, one marred by the looming threats of Bioterrorism and BioWeapon Warfare amongst the world superpowers. As nations grapple with the ever-present threat of bioweapons and navigate the complexities of a new Cold War. Four major blocs have emerged vying for supremacy in the new world order.


The Global Security Alliance (GSA)
The GSA is a formidable alliance led jointly by the United States and Russia. Created as the spiritual successor to the defunct BSAA, the GSA embodies the spirit of international cooperation against various Biohazard threats. Its primary mission is to counteract bioterrorism using rapid response teams, intelligence sharing, and the use of advanced military technologies. The GSA seeks to restore a semblance of order and global stability in a world scarred by an era of near constant bioterrorist events. As the leading members of the alliance, the United States and Russia bring the full weight of their respective military might to bear in their fight against bioterrorism.


The Pan-Asia Cooperation Union (PACU)
The People’s Republic of China spearheads the PACU, a formidable alliance established to safeguard the interests of Asia and combat bioterrorism on the continent. As the world’s most populous region, Asia faces unique challenges and vulnerabilities in the age of Bioterrorism. PACU emphasizes domestic stability, national self-reliance, and close-knit cooperation among member states. While focused on Asia, PACU has also branched out into Africa, putting them at odds with the GSA and ASC respectively as they seek to use the continent’s vast resources to bolster their own economic and military power.


The European Union (EU)
The EU, a long-established bastion of cooperation and unity amongst the nations of Europe now stands at a crossroads in this new era. It must grapple with the resurgence of the shadowy cult known as Los Illuminados, which wields unseen influence and manipulates European leaders from behind the scenes. Despite internal divisions and a constant political struggle between European Federalist and Nationalist factions, the EU remains a powerful bloc committed to addressing bioterrorism threats within its borders. Its challenge lies in maintaining a cohesive doctrine amongst its member states while also having to confront the rising influence of an old enemy within that seeks to subvert the EU for their own purposes.


The African Security Council (ASC)
Led by Libya, the ASC seeks to unify African nations in the face of growing Biohazard threats on the continent as well as safeguard against the growing influence of outside powers. Established in response to a series of devastating bioterrorist attacks across West Africa in 2009. The ASC seeks to enhance Africa’s global standing while addressing security concerns specific to the region. Libya, still led by the Gaddafi Family, acts as the leader of the ASC as it is forced to navigate the complex political landscape of Africa while working to prevent further acts of bioterrorism.


The realities of this new era witnessed a profound shift in the balance between the average citizen’s individual rights vs state security. Governments across the globe, struggling to contain escalating biohazard threats, found themselves compelled to adopt increasingly authoritarian policies. Noticeable changes in this new era of heightened security was the pervasive expansion of mass surveillance. Governments in each power bloc argued that the need to monitor and track potential biohazards justified the intrusion into citizens’ private lives. Surveillance cameras became ubiquitous in urban environments, facial recognition technology was employed on a large scale, and digital communications were closely monitored. Citizens found themselves living under constant scrutiny, with their every move and communication subject to surveillance. To curb the spread of biohazard outbreaks, governments imposed strict travel restrictions. Citizens faced extensive documentation and surveillance when crossing borders, and quarantine measures became standard protocol. The freedom to travel internationally and even within one’s own country was significantly curtailed. Civilian mobility was sacrificed in the name of security and biohazard containment.


Heightened security measures extended into everyday life. Citizens encountered security checkpoints in public spaces, mandatory identity checks, and frequent searches. Biometric data collection, including fingerprinting and iris scanning, became routine for accessing public services, transportation, and entering private or public establishments. In regions affected by biohazard outbreaks, governments often declared states of emergency and imposed martial law. Military forces assumed greater authority in maintaining order and enforcing curfews. Civilian law enforcement agencies were supplemented or even replaced by military personnel. Furthermore, sweeping legal reforms were enacted that granted authorities unprecedented powers. In the United States in particular, this included the suspension of Habeas Corpus, allowing for extended detention without trial, and the implementation of secret courts for cases related to bioterrorism. Civil liberties related to freedom of speech and assembly were severely curtailed. Protests, demonstrations, and public dissent were met with a heavy-handed response. These activities were viewed as potential security threats with authorities being authorized to use force in order to suppress them. The ability to voice opposition to government policies eroded as citizens faced severe repercussions for actions deemed harmful to Public Safety.


Where are they now?


Chris Redfield, renowned for his combat skills and experience in dealing with biohazard threats, Chris now serves as Field Commander within the GSA’s Special Response Task Force. He commands specialized units in eliminating bioterrorists and containing potential across the globe. Even in spite of his age, he still insists on leading operations personally.


Jill Valentine, known for her experience and tactical prowess, she also serves as a commanding officer within the Special Response Task Force. Decades of countering bioterrorism make her a valuable asset for the GSA, her mutations have allowed her to remain in her prime far longer than a normal person. She takes a leading role in the training of new SRTF personnel as well as in leading operations.


Claire Redfield, after years of witnessing the horrors of BioWeapons firsthand and working with TerraSave to relieve those affected. Claire Redfield has become the serving President of the United States as of 2037. Campaigning on a platform of unwavering commitment to combating bioterrorism, Claire seeks greater international cooperation between the various power blocs, believing the ongoing Cold War has become too much of a distraction from the true threat.


Barry Burton has returned from retirement to serve as the new U.S. Secretary of Defense under the Redfield Administration. His experience and military expertise are instrumental in shaping the nation’s defense policies against Bioterroism. Barry is not very fond of the direction that the country has gone in, and isn’t afraid to express them to the President and others serving in her cabinet.


Leon S. Kennedy continues his service as a DSO Agent, a role he continues to excel in with no signs of slowing down any time soon. Though he has long been disillusioned by the government he serves, the risk posed by Biohazard threats gives him no other choice but to remain in the fight for as long as he can. Leon operates on the frontlines of counter-terrorist activities, he is often tasked with covert missions deep into hostile territory with little to no support.


Sherry Birkin, having survived the horrors of the Raccoon City Incident as a child, Sherry spent most of her remaining childhood in government custody before choosing to become an agent with the fledgling DSO. Since then her unique mutation and talent as an agent have seen her become one of the best in the organization. Sherry specializes in intelligence gathering and acting as liaison with various units to combat bioterror threats.


Rosemary Winters, the daughter of deceased Ethan Winters, Rose has begun to harness her unique abilities which she has come to embrace after years of believing them to be a curse, now working with the SRTF under Chris, she has recently started her own training to prevent further Biohazard Events such as the ones that cost her father’s life and having to be separated from her mother.


Jake Muller, the son of the infamous Albert Wesker, walks a complex path as part mercenary and part vigilante. His growing powers, reminiscent of his father’s, make him a formidable combatant against rogue BioWeapons. He operates independently, driven by a desire to right his father’s wrongs and prevent biohazard threats. He occasionally collaborates with the DSO and GSA, through Agent Birkin.


Ada Wong, she remains an enigmatic figure whose actions are veiled in secrecy. She operates in the shadows, carrying out her own missions and objectives that often intersect with the global fight against bioterrorism. Her motives remain unclear, and her allegiances are ever-shifting, making her a constant source of intrigue and uncertainty.
