1. Find your reference. Here is one. [link]
2. Draw an oval in blue. (Fig 1)
3. Draw guidelines for eyes and center lines. (Fig 2)
4. Draw in eyes, nose, and hair. Sketch it, it can be rough. Put in the ears, the neck and any accessories. (Fig 3)
5. Draw in the clothes. (Fig 4)
6. Create a new layer, or use a light box and trace your lines. Start at the top and work down. It's good practice for traditional inking. (Fig 5) You can correct your blue outlines in this step. Keep light lines on Elios's hair.
7. Finish off making the lines. (Fig 6)
8. Double the size of the image. (Fig 7)
9. Clean up the lines by paying attention to the pastocity of the lines. I thinned out and evened out the hair. (Fig 8)
10. Reshrink to the previous size. (Fig 9)

Yay! Done.

And now you don't have an excuse not to draw Elios.
