A talented hacker who fancies himself a suave, smooth-talker. Neomutant was hired by D-Buggers.org to help co-develop an antivirus program for combating the Forbidden Power and was then sent to test it on a then-infected Alpha. Outside of TOME, he also attended the same high school as Flamegirl and had an unrequited crush on her for quite a while. He re-appears before our heroes and presents them some key information that could turn everything around and stop the hackers' sinister plans. In battle, he fights with raw electricity to overwhelm anyone who opposes him.

Not gonna lie, I keep thinking he's hiding something sinister only because the audience knows what the heroes don't know about D-buggers. That, and what Flamegirl revealed about his backstory could turn into some present-day anger and fuel for a possible sinister plot. But at the same time, I don't think he was lying or trying to hide anything.

Um, I've already watched episode 15 to see how he turned out, he was still a Bad Guy, probably worse since he was working for Rubirulez.

I'm not overly convinced Neomutant is good now.
His white design was reserved for a TTA character that was going to debut in the 4th season. It was going to be a previous bad guy that becomes a Neomutant recolor named "Zeomutant".
Second, there's the fact that Kisuna said the weapon is not complete yet and still needs a couple of parts, namely Flamey's purple flame and something from Nylocke. I think Neomutant is leading them into a trap. Anybody can walk up to somebody and pretend to beg for forgiveness, just to earn their trust, except for Alpha.
Only time will tell.
All I'm sure of is there's gonna be some heavy drama in upcoming episodes... all three of them. All the happy, good times ended in episode 12.
