How do you get a tone brush? Like what program?

It's a filter, sorta. In Photoshop, copy merged, Filter > Pixelate > Color Halftone, adjust max radius (I used 22 here, but it depends on your document size and resolution), then adjust the layer settings to what you want. I did a Color layer at 28% fill, so the colors remained the same, but the texture is visible when looking close.
