I used Adobe Photoshop 7 and Image Ready. Any Photoshop version should work, though. By now it's CS5. ^^

We have a new Deviantart version now. Download is on the right now (not that hard to find at all ;D)
But that didn't work anyway. It may be better to use the frames within the tutorial or go to the base (link in Artist's comment) and save it.

GIMP could work, but I don't know how to animate in GIMP...

Or, you could save all the frames separately in MS Paint and then go to [link] to animate them. Just upload your first frame, then go to Frame Animation and upload the others.

The new DA version changed the position of the download and fav options (and such), so what I wrote in the tutorial isn't exactly right anymore. Go to the "Dancing Avatar: Base" to dowload it. You can find the link in the artist's comment. ^^

I have a question about saving your animated icon. do you save it as jpeg, png, or gif? does it matter?

As far as I know only gif manages to keep the animation. I think everything but the top frame gets lost when you save it as jpeg or png.
Well, I'm not too well educated depending those things, but 'anything that moves = Gif'. >w0

You only need to copy or save those three single pictures and open them with the programm you want to use. As long as you don't animate them, you can treat it like any other ordinary picture.
I don't really understand what's causing you trouble... Maybe I can help, if you tell me where exactly the problem lies. ÓwÒ

Do you have some programm to animate with? If not take a look at my current journal. ;D
Copy the tutorial, paste and cut out the single pictures inside it in Paint (or any other programm), draw until the base is to your likes and then animate them via the thing explained in my journal.
It should work that way! And if there are any questions left, I'll try to help you; just ask! ^^

You can draw the single pictures with any programm you want.
It'll just look different, but as long as you can somehow draw and animate, this should work!

No. You can also draw it in Paint or any other programm, of course! ^^
It should work as long as you can somehow draw and/or animate with it. (Someone even drew the frames traditionally!)
But I quess you know that anyway. *points at your icon* ;D
