I think the animation itself would work with any animation program,though. (If you have one)
Maybe you can find some animation program for free. Googling it won't hurt, i guess...
If not, there should also be comparably cheap ones in stores.

Hi, for my emoticons, I have used PS too.
It IS possible to animate with PS.
Just go above the window and click on "window". Than there shall appear a small list and THERE you shall be able to select "animation".
It works similiar like image ready.
