It's called projection, her actual expression is ambiguous. People just subconsciously wanted to see her as evil in this picture.

It's so adorable! One question though, not sure if this was already answered yet, was this originally suppose to be a portrait of Princess Celestia? The way the the mane was in the sketch in the beginning made me think that.
