Pinkie and Rainbow were playing ball and they knocked it into Luna's ice cream cone. Pinkie is upset at the loss of ice cream while Rainbow is hiding. Plus, if you check the previous picture, this is the second time they have interrupted the royal sisters.

Pinkie and Rainbow Dash, as seen in an earlier picture, were playing on the beach while Celestia and Luna lounged. At one point, the frisbee landed on Celestia's horn. Luna was amused.
Now the beach ball landed on Luna's ice cream, demolishing it. It's not so funny anymore. Meanwhile, Rainbow Dash is hiding in fear and Pinkie is... probably lamenting the destruction of the ice cream, actually.
