No, it's not - it is a couple of years old.
The program i used to make these (zbrush) can easily handle millions of polygons.

Why are the edges between the mane and skin blurred? Is there a modifier that does that?

That is just a blur effect that was added in aftereffects to make the transition look smoother.

Would you happen to know any alternative ways to get seams like that to look smooth? Say I modeled the tail of a pony and needed it to connect to the pony and look natural, but I can't use Aftereffects because it's going to go into a game engine.

The only thing i can think of that might conceal the intersection a little would be if you paint a small part of the tail-base in the same color as the body and smooth the transition to the actual color of the tail.

You can right click on the download button as select "save link as...".
But i don't know how to turn it into a screensaver.
