Well, here it is! The Photoshop animation tutorial! I tried to make it as easy to understand as possible, but if anything isn't clear feel free to ask!
Also you might have to download it to be able to read the text.
As far as animating on other photoshops, depending upon whether or not the controls are the same, you should be able to do it still, the principles are all the same the only thing you might have trouble with is duplicating layers and saving for the web, the two of which I don't know if other photoshops have.

Hmm, well, if your going to draw your icon I suggest drawing it larger first, and then when you have it finished merge all the layers and go to "image" --> "resize" --> "image size" Then under the little "pixel demension" square resize it to 50. That should quickly get it down to size. If you're having trouble with quality try saving it as a JPEG, then afterwards when the little setting box pops up make sure the quality bar is all the way up.

Yeah, but one problem. When opening a blank file or a file that's just a little different from the norm. (and kind've large), it resizes the damn thing for you, and sometimes, it's higher than 50 or lower than 50. How do you fix that?

Well you can resize the canvas, by going to "image" --> "Resize" --> "canvas size" and that will let you make it any specific height and width you prefer...
But if you mean its resizing a picture you've already worked on to a different size when you open it, then idk. Because it shouldn't be doing that...

Also..in order to be an icon it needs to be a .gif' right?

hmmm, the file might be too big, in THAT case you would actually have to reduce the quality, but if you're doing an animation I don't really know how to do that.... other than, you know, making the image smaller, but DA would eat it if you did that.

I had to make the canvas image 88x31 for it to accept it.
