All my steps were recorded so I would recommend you to watch it to get a hold on what I am using, since there you're going to see each of my steps & what i am using 8at original speed)

Yes! I mostly use Paint tool sai, all of my tutorials feature this program. ^^

what tool you used to lineart the third eye?

I always use the same standard brushes that are included in sai.7
I mainly used ink pen, brush & marker tool
