Hmm. I like this thing design wise, but Vaporeon's main selling point has always been his ability to abuse or counter the rain in one way or another and not die in about ever.
Hydration Rest tank with Acid Armor. Being immune to boosted Water attacks with Water Absorb. Wish/Protect with Leftovers and spreading toxic and burns. Being obnoxiously good at stalling.
Drizzle is a fine ability but I personally would prefer Storm Drain or something. So he can continue what he is doing already, except in a more offensive and dangerous manner. :3
But again. Caped mermaid dog is a good look for him.

You know what? I never even thought about Rest and Hydration. That is a very good idea and I've surprisingly never seen it done before.

That would be because you are screwed if the rain isnt up. Vaporeon gets stupidly bulky under the right conditions but if they arent met he is a sitting duck.
Especially now that permarain is gone.
