Rose claims her to have full breasts and an empty head, yet I think Velvet actually gives better benefits by offering to improve Greens and Reds in contrast to Rose's Browns and Blues. (Blues don't even need upgrades to deal with elven ghosts of Evernight.)

If you look it from the upgrade perspective, Velvet is a better choice, yes. Then again it also depends on what minion tribe you like to use the most.
