I remember I hated these calls, since I'd get so exited that someone was calling me on a phone inside a video game, just to tell me they failed to get a pokemon XP Of course, THEN I learned it was a way for the game to tell you 'Hey, XXXX pokemon is near XXX trainer!' but I didn't get the message til the remake years later OTL

Golly gosh, I just loved it when they called me in the middle of doing shit that actually mattered, and then I just loved it even more when the remakes didn't allow me to delete them from my pokegear, meaning that I would have to deal with their unnecessary droning FOR THE REST OF THE GAME.

Here's my take on this kind of thing in Pokemon:
All of the incidental characters... everyone from Youngster Joey to the trainer's "mom", who spends their money on useless items....
They are secretly part of a network and singular organization conspicuously formed of individuals conspiring together to drive your main character completely and utterly mad.

Fisherman: Ralph - Qwilfish
Hiker: Anthony - Dunsparce
Bug Catcher: Arnie - Yanma
Schoolboy: Chad - Snubbull
Fisherman: Wilton - Remoraid
Hiker: Parry - Marill!!!
While they tend to provide useless information, they eventually call in to inform you of the listed pokemon, they will be common than.
