It should be able to work with any painting program. I'm not very familiar with Sai, but I believe it has the same tools. (I use Gimp)

Flatting the skin and Sclerae?

What does that mean?

Flatting is a term for when you fill in your line art with solid (flat) color. I used the selection tool to select the skin area and filled it with a gradient, and then did the same with the sclerae(whites of the eyes)on a different layer.

For the Eyes did you use Radial Gradient? I am assuming for the Face it was Linear...

No problem!
I normally use a radial gradient for everything except things that are long and straight like a leg or an arm. (Though for this tutorial I just used linear because it's only a partial face and linear is what the gradient was set on)

Ah, okay
For the lines you done in the 4th picture for light eyes, did you just use a normal hard brush with a medium opacity?
And yes, these questions will be endless

Yep, I used the same round hard brush for everything. I also did a few stokes of white with the brush set to overlay on the brightest part of the blue to make it pop.
