So do you draw the black strands of hair under the dark shade, then white strands on top?
Do you always use white for those lighter strands or would you use gray in darker areas?

yeah, the white strands on top
I don't always use white. It's depend on the backgound color if the bg is dark, so I use light brow/gray for the lighter
