It's totally true! Believe me, I did it using Pokemon Stadium to transfer Pokemon to get cut without the HM so I could surf to it and use strength to move the truck, so I know it's totally and completely 100% true. :3Related content

Meh, I could tell you. Since Red/Blue are around on the online store, it might be of interest.
There is a gambler at the end of the route between Saffron and Celadon town that, if you walk into the line of sight's bottom and use fly immediately and then battle a trainer in the route above Cerulean City who is a youngster with a Slowpoke, and then fly back to Lavender Town and head to the west exit, a Level 5 Mew will appear.
However...just keep in mind that doing so makes the game have rather serious glitches, so you should finish the game before doing so.

But trust me, there is actually a legit way to get Mew, but...there is a risk that it will bug your game.
What you do is one step below the gambler on the route between Lavender Town and Saffron City, hit select in his field of vision as soon as you walk into it and then fly and battle the youngster who has the slowpoke in the route above Cerulean City, and then fly back to Lavender Town and take the west exit.
There, you'll encounter a Level 5 Mew.
And that is a true and legit technique. However, make sure you beat the game before doing so, as it does tend to make Giovanni glitch out and corrupt your game when you encounter him.
