I am only familiar with photoshop elements, but I'm sure that the other versions work fone as well.
though I do have to say that this tutorial is very old and I had next to no experience back then, so I do not recommend to use it, I have a newer on up and going in my tutorial folder if you're interested

you also can use gimp 2. I can't work well with it, but you can ask some people, because very much people here use it

i've got photoshop 7 to (a friend gave it to me) and lots of other programms, tomorrow my other friend give an usb-stick to me with paint tool sai c:
