Actually, I've started using Inkscape for my lineart because I've found it to be much faster.

how would photoshop apply when your using a tablet or pencil and paper?and is photoshop important for making comics in a digital form?

Okay, I'm still not exactly sure what you're asking. You might want to start at the beginning of my tutorial series (here: [link] ). When it comes to the sketch, I do things more or less the same way for both pencil/paper and tablet.
As for comics, if you're talking about using Photoshop versus using MS Paint, then I'd say that yes, Photoshop is important. Programs like Photoshop or GIMP are going to be better suited for comics.

The "highlight everything", although silly, can make a pic stand out.

I think some artists really overdo it but sometimes I use it on comics to make them brighter to look at, usually if I'm not intending to colour them properly.

Does make them look like balloons a tad.

It can work, but I feel that this is one of those things that new artists should avoid at first. It can make a pic stand out, but if everything is highlighted and given the same visual importance, then you get the exact opposite effect.
