That'd be the deep-diving submarine that torpedoed the Deep Ones' reef off Innsmouth, no doubt. No wonder it never arrived back in Norfolk!

Oddly enough, in the book 'Cthulhu Wars' by Ken Hite the real-life sub that probably inspired HPL's use of the one at Devil's Reef actually did go down with all hands off the New England coast sometime in the late 30's in an as yet unexplained accident. Rather an odd and creepy coincidence.
