It's probably the plating, but without the clocks I would have thought this was Mannequin.

Clockblocker's original costume was white with clocks on the armour and a plain white mask.  Later on (Worm Part 26 I think) he gets a mask with a clock on the face, either through retcon or maybe PR picked up on how creepy his no-face looked and made him change it.  It's the empty white face that makes him look creepy.

Miss Militia broke the stalemate, such as it was. I could see her put one hand on Clockblocker’s shoulder, giving him a gentle push.
In his white costume, he advanced. He was inscribed with images of clocks in gray, some animated, little hands spinning at different speeds at his shoulder, the center of his chest, and the backs of his hands, places where the armor panels were broadest. He crossed the perimeter of guards, getting closer to me.
I had to twist my head to look up at Clockblocker. For his part, he stared down at me, his expression hidden by the featureless white pane of his mask.
I didn't notice it looked Mannequin-ish until people pointed it out to me, because I personally imagined Mannequin to look a little like Eve from Wall-E, after I read he was made of future-tech space pods.
