Yea, it was the way they drew/painted perspectives, and things coming out at you or at the camera, and the fluid motion look to it. Even though it's a still picture, it looks animated. Β It's more so the style rather than what's actually going on in your picture. Β I mean, they did make some creepy cartoons back then, also.

For Qilqa, her beef with Scala is based on a difference of life outlook.
But it's sort of a big plot point, so I'll leave it vague for now ^^
