The Shields of Terra are a very recent adition to the Chapters of the Adeptus Astartes in the Imperium, and are tasked solely with defending Holy Terra from assault by any of the Imperium's many enemies, and their armor gleems a polished bronze in homage to the Emperor himself. While the Adeptus Custodes live to guard the Emperor himself and the Ecclesiarchy govern and protect Terra from internal threats, the Shields of Terra are permanently stationed on the capital world to defend its numerous civilian population from the depredations of any force that will invade terra in the future. Their Chapter world is Holy Terra itself, and their headquarters is an undisclosed section of The Imperial Palace.
The Shields of Terra are ostensibly all experts of defensive fighting and holding actions, and the entire chapter is more than willing to sacrific itself in the defense of holy Terra. They are renowned for a fearless zealotry that is unusual even for Astartes, but they are, perhaps justifiably, equally known for extreme pride in their chapter and position among the Astartes. They are also incredibly rigid and paranoid, but this comes directly from being under the Ecclesiarchy's watchful eyes constantly.
Almost all of the chapter is composed of Psychers, and neophytes must complete many of the trials that Grey Knights undergo. This is not only for the purposes of purification so that they may operate on the capital, but also because the Inquisition sanctioned the Grey Knights as the "donor chapter" for the creation of the chapter along with the Ultramarines. As such, they are completely free of mutations and suicidally loyal to the Imperium.
Dispite being a Codex Chapter, The Shields of Terra are a strangely flexible fighting force given their role as a purely defensive shield for Terra, and have been known to be highly adaptable and coordinated in the few combat training actions they have engaged in.

Not to sound rude or anything, bu doesn't the Imperial Fists Chapter protect Terra, considering it's their home planet?

The Imperial Fists are said to be attached to Terra and cite it as their home planet but in actuality are stationed in massive Chapter vessels and often travel far afield from the Sol system. It's not technically their home planet. It's more of an honorary thing.

Yes, the Fortress-Monastary off the Imperial Fists is the Phalanx. But they are not a Crusade Chapter like the Black Templars and their Homeworld is Terra and has a presence on that planet.

From the Lexicanum, "The Imperial Fists take their potential recruits from many worlds, among which are Terra, Necromunda and Inwit. On each of these worlds they maintain a Chapter keep. However they have no special rights as to where they recruit their neophytes." I figured a more permanent garrison would be wise for Holy Terra.

The Black Templars are a successor Chapter of the Imperial Fists. The practice originates from Dorn's Legion.

Yes, but they are a crusade fleet, and do not adhere to the Codex Astartes, unlike the Fists

They still use neophytes. And while the Imperial Fists get neophytes from Terra, they lack a garrison on the world. They have what amounts to a sign-up post in the ruins of their old garrison.
