What if one saibamen was summoned during in 23rd budokai arc of original dragon ball.Could Teen Goku and others handle a green monster from DBZ?

Really the only thing that may could win the day would be Tenshinhan with the Kikoho or anyone with the Mafuba but beside this could no one stop him (well not counting Anime Popo how could break freezers back given his performance against SSJ Goten and Kid Trunks.)

Well yes it normally does BUT it would still eliminate the threat and going by Anime Filler and DBS Logic is the Mafuba only so long deadly as the user is to weak to handel the strain (after all did God also use it with no problems what so ever) so God, Piccolo and possible Tenchinhan could use it and survive.

True which is one of the many reasons why the Anime version of the Piccolo arc is in my opinion superior to the Manger version so yer.
Also when using games do I may use attack of the saiyjins in which Tenshinhan only uses a few heal points when using it.
Also God did (and given that he saw it as a way to end piccolo with out dying would ether way) survive the Mafuba So the same COULD be true for Tenshinhan.

Well..back then Piccolo was the toughest challenge and a lot of characters were outpowered by Raditz.....it would be a hell of a fight...but also back then in DB, it wasn't everything about kis or just powerups but characters had their unique techniques (like Piccolo growing giant)..
