Simple hazmat. First wave wore simple oxygen tank (refillable at base), second wave wore oxygen tank with rebreather, subsequent waves wore filters.

It's not actually that inhospitible. Just high CO2 levels and some poisonous gases (mostly nitrogenous compounds). They could have built filters as soon as they knew the composition but went for a self contained air supply as a biosafety precaution. After several exposure incidents that amounted to nothing they decided it was safe enough to filter the air.

Not trying to be some kind of buzzkill or anything, but couldn't spectrometers on Earth tell the mission planners the composition of the air?

They were more concerned about biological agents than chemical ones.
