The Last Commonwealth of Terra (off. Commonwealth of Terran Free States) is a major power of the Terran Mandate comprised of the greater Russian Union State, the Turkish Sovereign State, the Khazak Junta as well as their closest allies and protectorates. It was established at the height of the Confluence Occupation Wars as the successor to the Commonwealth of Independent States (CIS) by multiple states resisting the encroaching extraterrestrial threat, including several governments in exile.

The founding members considered themselves the last remaining free nations of humanity. Despite being heavily disputed by several other Mandate nations, this founding myth retains a strong influence, even on the policies and doctrine of the Last Commonwealth.


Terran Territories

The terrestrial nations of the Last Commonwealth are based in Eurasia, with the most populous regions being the remnant realms of eastern Europe, western Central Asia. While the founding nations are surviving pre-invasion states, several member's national territories were only reinstated after the occupation wars or recreated as successor states. The borders of the Last Commonwealth are heavily disrupted along the old frontlines, where huge areas remain uninhabitable despite continuous efforts to reclaim the scorched land.

During its early years, much of the Last Commonwealth's administration and infrastructure was concentrated in the northern territories of the Russian Federation, while much of the nation experienced a huge population influx from the occupation zones and areas of conflict. Massive sites of prefab housing and military installations remain in those remote regions. The shift of population and industry to the old heartlands of the Commonwealth is still an on-going process.


Solar Territories

Prior to the Confluence Invasion, the nations of the Commonwealth of Independent States had only a limited presence throughout the Solar System. During the period of Reclamation, however, the Last Commonwealth was one of the Terran Mandate's leading powers. Major colonies were founded in low earth orbit, on Luna, Venus, and Mars, securing the Last Commonwealth a dominant position among the inner planets. Above all, the Last Commonwealth values its hold on the Link of Sol, the interstellar gateway of humanity.

In total, the Last Commonwealth founded only six colonial nations, four of which are direct cislunar protectorates of the Russian Federation. Most colonies and installations of the Last Commonwealth are administered directly by the Terran nations. This doctrine was followed even more strictly outside the Solar System.


Interstellar Territories

The Last Commonwealth maintains colonies in every system of the Terran Mandate, with major military installations near every System Link. For a long time, these held almost complete control over access to the Gates, affording the Last Commonwealth an immensely powerful position in the Terran Mandate.

Its initial dominance has waned in recent decades, the reasons for which are hotly debated. Most powers attribute it to a technological decline, leading to a weakening of the Commonwealth's military strength and economic prowess, as other Terran Powers continue to rebuild and grow.

Determined to maintain its position of power, the Last Commonwealth has launched several new initiatives to create more economically aligned colonies to support its terrestrial heartland.


Role in the Terran Mandate

The Last Commonwealth belongs not only to the First Founders of the Terran Mandate but also hosted the signing ceremonies and the administrative seat of the global power during its early years. The sentiment of defiance against the extraterrestrial occupation, cultivated above all in the Last Commonwealth, has had a formative effect on the Terran Mandate as a whole. The leadership of the Last Commonwealth still is one of the most influential voices on Terra. In space, the Last Commonwealth still provides most of the Guardian Fleets protecting humankind's System Links.

In many ways, the Last Commonwealth considers the Terran Mandate more as an extension of itself than an independent global force. This assumed role of leadership has not gone unchallenged but is still prominent in the societies of the Last Commonwealth, where service with the Mandate is often equated with true citizenship.


Economy

During the latter stages of the Occupation Wars, huge investments were funneled by the surviving powers of Terra into the development of the Last Commonwealth's northern reaches. These aimed to provide housing for the massive populations fleeing to the last free regions of Earth, as well as support some of the largest organized operations of the Terran Resistance.

The establishment of entire prefab cities, industrial complexes, and research facilities created a lasting economic upswing in the Last Commonwealth, one that many nations would try to recreate in their efforts to rebuild. The surviving nations of the Commonwealth benefitted additionally from many of their institutions and parts of their infrastructure surviving the period of the Occupation Wars comparatively unscathed. As a result, the Last Commonwealth was the dominant economic power of Terra for the first period after the Confluence Occupation.

As other Terran powers rebuilt and colonial efforts were undertaken, the Last Commonwealth lost its leading economic position. This can, in part, be attributed to a reluctance to fully utilize the alien technologies left in the wake of the confluence, and a strongly state-centered military-industrial complex taking priority above most other concerns. Nevertheless, the industrial prowess of the Last Commonwealth remains formidable.

Recent efforts to expand colonization programs to extensive mining and trade operations have reinvigorated the economy of the Last Commonwealth.



Technology

Many efforts by the Terran Resistance to harness the technology of the extraterrestrials and turn them against the Confluence came to be based in Last Commonwealth territory. Remote bases across the northern territories provided several crucial breakthroughs and continued to work as part of the newly founded Terran power. As a result, the Last Commonwealth has one of the most robust reverse-engineering programs on Terra.

But, in line with the human-centric alignment of its leading member nations, the Last Commonwealth has continuously refrained from utilizing or developing extraterrestrial technologies directly. Instead, artifacts of non-human origin are solely to be utilized indirectly, to further human understanding and allow the advancement of native Terran technologies.

This highly conservative approach has led to the Last Commonwealth fielding some of the most reliable and long-lived technologies but at the cost of falling behind some of the more experimental and daring development programs of other nations.


Military

During the Occupation Wars, its leadership enacted the total mobilization of the population. In the founding member states of Russia and Khazakstan, military leadership took over following the collapse of civilian branches, restructuring their respective states for the defense of Earth. This has left the Last Commonwealth with the largest military apparatus in terms of manpower.

The militaries of all member states operate under the umbrella of the Collective Security Treaty Organization, which coordinates planetary defense efforts and joint operations off-world. The Russian, Turkish, and Khazak militaries take a leading role within the CSTO, conducting independent operations and setting goals for the organization as a whole.


Culture

The Last Commonwealth prides itself in preserving cultural treasures and traditions of the pre-invasion era. Some of the best-preserved historical cities and monuments are located in its territories, as well as collections of art and artifacts brought to the northern reaches during the occupation.

Its nation's iconography, language, and architecture reflects the effort to recreate the Earth of Old, which is characterized as an idealized image of traditional values and culture. The most dominant movement of cultural reclamation is led by the Russian Federation, where the state has begun fashioning itself after the military traditions of the imperial era.

The militarization of society is pervasive in all Terran nations since the Occupation Wars but takes an especially dominant role in the Last Commonwealth. In leading nations such as Russia, Khazakstan, and the Turkish Sovereign State, military leadership has merged with or entirely replaced the civilian branches of government, forming the new top of the societal hierarchy. Many privileges and rights are now tied directly to military service and position, from the fundamental status of citizenship to the eligibility to hold administrative positions.


History

Pre-Invasion

The Last Commonwealth of Terra was preceded by the Commonwealth of Independent States, a regional alliance promoting economic, political, and military cooperation. It was led by the Russian Federation with the significant ambition to expand the Union State, aiming to unify the government, currency, and militaries of all members. The unification movement remained controversial, despite a significant push toward stronger cooperation during the period of colonization.

With the Russian Space Agency, the Commonwealth of Independent States encompassed one of the oldest space programs on the planet. Before the Confluence Invasion, it was predominantly focused on the colonization of near-earth space for industrial and military purposes.


Invasion

The nations of the Commonwealth of Independent States received no warning of the impending confluence invasion prior to the Fall of the Inner Planets. Following the abduction of Mercury, the CSTO was left with mere weeks to mobilize in preparation for the assault on Earth.

As to the rest of the world, the first wave of the invasion dealt a devastating blow to the CIS's habitat- and satellite network, crippling communications and the chain of command. Despite the best efforts to relocate to secure locations, the chain of command and civilian leadership was severely damaged during the first days, as massed landings of Confluence slave legions secured large territories in the southern and western regions of the Commonwealth.

In the ensuing chaos of the weeks-long battle for Earth, several contingency plans originally drafted for the worst case of nuclear warfare came into effect. Several atomic strikes against extraterrestrial bridgeheads were attributed to isolated military formations of commonwealth states acting in accordance with total retaliation. It took weeks for the relocated leadership of the CSTO to reassert control over the scattered remains of national assets. By this time, it had already begun restructuring into a less conventional force, merging with the Terran Resistance.


Occupation Wars

Three tyrannies nominally came to power across the territories of the Last Commonwealth of Terra, all conducted by the Confluence client species as the Kanhir. They had a comparatively weak grasp on the land, limiting their direct rule almost exclusively on major cities. Offensives by the Kanhir deeper into the steppe were met and successfully stopped by surviving elements of CSTO militaries during the early years of the occupation, marking some of the first human victories of Occupation Wars.

The Kanhir Tyrannies relied heavily on human collaborators from other continents for peacekeeping purposes among the general populace and mercenary forces for military campaigns. While the technology brought to bear by their occupation varied greatly, it was one of the least advanced equipment observed in Confluence forces.

Outside the direct occupation zones, enough of the remaining Commonwealth Nations was left intact to allow a skeletal state structure to continue to exist. This, alongside a network of covert military cells, formed the basis for the organized Terran Resistance. In the territories of the Last Commonwealth, the resistance could operate both out of reach of the extraterrestrial Tyrannies and from within their ranks.

Through the global resistance network, cells and covert nations across the globe began funneling the majority of their resources to the Last Commonwealth, initiating several technological, scientific, and military programs in secret bases across the steppe.

Within the heartlands of the Last Commonwealth of Terra, the Kanhir Occupation was eventually broken by a series of successful sabotages crippling the Tyrannies communications- and command network, as well as the spurring of infighting among the rivaling Kanhir tyrants. Only in the eastern territories of Khazakstan and Western Europe did the liberation involve conventional military operations.


Aftermath

In the immediate aftermath of the Occupation Wars, the Last Commonwealth of Terra was left surrounded by a number of nations entirely eradicated or existing merely in name anymore.

Massive land reclamation programs were enacted almost immediately to begin the rebuilding of its western regions. These programs were spearheaded by military operations sending liquidators into affected territories to deal with remaining cells of extraterrestrial resistance, removing the direst hazards and paving the way for the joint engineering corps.

Politically, most nations were reinstated with their original borders intact, safe for the most critical zones. Where possible, leadership was transferred to the surviving elements of governance that had stayed in the Urals. In several cases, leadership was transferred directly to military governments or administrations appointed by the Commonwealth Assembly.

The Last Commonwealth quickly pushed for a consolidation of the new order in the articles of the Terran Mandate.


Terran Mandate

The establishment of the Terran mandate was the culmination of all regional and global efforts of the Terran Resistance to push the tyrannies of the Confluence back. The Last Commonwealth also sought to use this opportunity to cement its new leading position on the global stage, securing a range of exclusive political, military, and economical privileges for the coming era of expansion and colonization.

The most important and controversial part of the Terran Mandate's first charter was the assumed position of the Last Commonwealth of Terra as the guardian force for all system links. As a result, this political power would hold ultimate command over the fleets to be established for the defense of Sol's most crucial strategic positions.

The Last Commonwealth would come to dominate the early stages of the Terran Mandate's expansion and continued to play an important role as the colonial efforts were pushed further down the Serpent Chain.


Present

As the Terran Mandate expands and other Terran powers have rebuilt to rival the strength of the Last Commonwealth, the balance of power has begun to change. Many of the exclusive rights claimed by the Last Commonwealth are challenged in the outer territories, and its political sway in the Mandate assembly is no longer overwhelming. Most importantly, the relationship between the Last Commonwealth and the remaining powers of the Pact of Greater Shanghai was strained during recent expansions, threatening to become a rivalry in place of the long-standing alliance.

To counteract these developments, the Last Commonwealth has engaged in several new expansionist initiatives aiming at becoming more independent from the structures and trade networks of the Mandate it once had much greater control over. In the outer systems, the Last Commonwealth now seeks to establish colonies of its own, and create new industrial centers as forwarding bases for future expansion efforts. To support these actions, the Last Commonwealth has been mobilizing its resources and population on Terra more aggressively, expanding the ethos of the unending war for the protection of Terra into every aspect of civilian life.
