Not long after the end of World War Il and then the Cold War which ends much earlier thanks to the involvement of Steve Rogers, Peggy Carter, Bucky Barnes, and selected others who have been made Super Soldiers, Steve Rogers, Peggy Carter, Chester Phillips, Bucky Barnes, and Howard Stark form S.H.E.I.L.D. (Strategic Homeland Intervention, Enforcement and Logistics Division) and begin recruitments to join S.H.E.I.L.D. which includes former Nazi German scientists with Arnim Zola and Wernher von Braun being involved. However, Steve Rogers is overseeing the recruitment, and when he realizes Arnim Zola and Wernher von Braun are on the recruitment list, he and Peggy Carter and Bucky Barnes tell S.H.E.I.L.D. to immediately arrest Arnim Zola and Wernher von Braun and sentence them to life in prison. Because of that, Arnim Zola's original plan for growing H.Y.D.R.A. within S.H.E.I.L.D. is thwarted. As a result, many worldwide catastrophe events that were orchestrated by H.Y.D.R.A. do not occur and the events of Captain America: The Winter Soldier and Captain America: Civil War do not take place either.
