I don't think Burns is quite in touch with reality as most 'normal' people
(and, I say this while keeping in mind what is "normal" by The Simpsons standards.)
To him, It's perfectly normal to shoot dead a sports mascot like it's a wild animal,
AND to drive a fully armed tank onto the street in broad daylight.
(Nobody ever tells him 'No.' Not the incompetent police,
Β and certainly not his yes-man, Smithers.)
