Tutorial on how to make an animated stamp with The Gimp.Used Gimp 2.6.8 for this tutorial. Sorry, about the German menu entries but I have only the German version on my laptop.
Hope it helps still a little showing how I go about creating stamps in Gimp and all.
In the zip file you'll find the used background image, the stamp template and the finished working file in xcf format.

do we need gimp and photoshop? I have Paint App, but I don't wanna download anything and I thought there was a stamp making thing on here.

Well, no, you don't, but you need a program that supports layers to do this, or something that supports creating gif-animation.

What if you only have paint and you need the master of the computer's permission for it and you are to shy to ask for GIMP and Photoshop is to expensive?

Well, than you've got a bit of a problem. Paint, while a good program to do pixel art and so can't do layers.
Maybe you could use a version of Gimp that doesn't need to be installed and can be put on a usb-key?

Hmm, on your computer? Sorry, but I kinda feel confused by your question.
I use Gimp to make these things. Just go and google it.

i have googled it. it either says photoshop or gimp. gimp sucks cause i dont get it and it never lets me post things i made on gimp, and i dont have photoshop

Hmm, why are you unable to get Gimp? Last time I checked it was free software.
Well, whatever there's a lot of other photo editing software around that allows the usage of layers, many of them free too or at least not very expensive.

Has anyone managed to find a tutorial about how to make a stamp showing, for example, a clip from a show? That kind of animation?

Hmm, not that I know about it, but I think creating that kind of stamp is mostly a matter of figuring รณut how to shrink the original clip and convert it to gif for a stamp.
There's many video tools out there for such things, I think.

Hmm, I suppose it's possible although you got to have to workaround some of the features MS Paint doesn't have, like transparency and layers.

Okay, how do you slow down the miliseconds on an animation. Like what number is higher to make it faster or slower?

The larger the number the slower the animation.
Other than this you could add the time in milliseconds in (xxx) to the frame name.

Just go to window menu and there choose dockable dialog windows or something like that (I'm not sure what it's called in English version.) Ctrl + L should do the trick, too.
