DC should do a Superman meets El Capitan Rayo story (if they haven't already); seems like the sort of thing Grant Morrison would like to do as one of those multiverse stories, meeting parallel universe dopplegangers and all that jazz. He's already got an Earth 23 with a Superman who is basically an expy of President Barack Obama, I don't see what could possibly stop him from doing an Earth with a Brazilian Superman.

Sean, this is El Capitan Rayo (Captain Ray)
He was an action figure released as part of Btazil's version of the Super Powers line which included Batman & Robin, Superman, Wonder Woman, Aquaman, Green Lantern, and Flash, along with El Capitan. He was created solely for the Brazilian line and has no other counterpart.

From what I've ever seen, no. The figure came with a poster, though I have not come across any other media with him (though some fan art and even a custom modern fig are viewable online)
