Some people use rotoscoping, some don't. I think rotoscope helps a lot, plus with a 3D previsuals you can always tweak the camera to get the shot just right.
There is a shift towards 3D backgrounds because it allows the camera to move around, where traditional animation will have a mostly static background plate.
Props and cloned objects, like say an army or mechs are easier to create in 3D and you get more variations on the angles you can place them.
Without 3D you end up needing to recycle a lot of animation and it shows.
