I've used textile paint, they are washable (I wash mine in washing-mashine but for my clients I would suggest hand washing).
You can get them at your local art store or on ebay

i get my textile paints at walmart, closer and cheaper than most art stores. so yeah.

im planning on painting a swirly design on a navy tee in white. thanks! i hope i can upload it. ive been having trouble uploading the stuff i promised people >< note to self: stop promising things to people. its just going to bite me in the butt later if something goes wrong.
