Its to my memory that this guy was voiced by Neil Ross, the same guy who voiced Springer from Transformers.

It makes sense that they used the same voice actors since the cartoon Marvel/Sunbow universe all connected to each other and were produced using the same voice talent on each.
Transformers, G.I. Joe. Inhumanoids and Jem all shared characters in common as well. Hector Ramerez appears in all four shows at one time or another as himself hosting his show 20 Questions.
Ace from GI Joe (or a guy using his real name) ends up in Inhumanoids as a fighter pilot and joins Earth Corp.
An old Cobra Commander, Flint and Flint's daughter Marissa Fairborne show up in the last season of Transformers and distinct songs from both Transformers and GI Joe end up in each others shows.
Also if you have a sharp eye,in the G.I. Joe episode "Once Upon a Joe" Omega Supreme pops up as a kids toy during one scene and more TFs show up during the episode "My Brother's Keeper" at a sci fi convention.
