I’ve always loved this villain. He just had a very basic cool costume design and gimmick. I also loved him because he was just remarkably cruel and ballsy considering he was just a dude in body armor going up against supernatural heroes like Ghost Rider and the Werewolf by Night.

He also holds a special place in my heart as being the first Scourge of the Underworld victim which launched a year long story line that crossed over multiple titles randomly where a mystery assassin disguised as a regular person would murder a supervillain in cold blood and shout, “Justice is Served!” before escaping.

I decided to play up the seedier vibe of the 70’s West Coast villains and have him pose near a dirty, graffiti marked wall. I added in posters of his opponents, his only real ally and his future demise.

I modernized his vest and chainmail costume to give it a bit more of a tactical look and silver plated his custom 45. Automatics since he plated his mask and put silver nitrate in his vest to help him combat supernatural enemies.  

I decided to write him a bio since the ones I found of him online were incomplete or still using out of date information. So, if your interested in this crazy prick keep reading.

History:

Charles L. Delazny, Jr. was the only son of Charles Delazny Sr, who owned Delazny Studios. Growing up around the studio which primarily produced Westerns Charles became friends and schoolmates with Carson Collier Jr, the son of Carson Sr who was a Western star that went into directing and worked for Charles’ father.

As he grew up Charles became embittered and resentful of his domineering and overbearing father feeling he cared more about the studio than his own son. He was further enraged when Charles Sr. showed favoritism towards Collier Jr which further fueled Charles Jr’s resentment towards his friend as well.

After graduating high school Charles enrolled in The University of Southern California. While at university Charles became involved in selling illegal narcotics to students and began making contacts in the criminal underworld. Due to these contacts Charles eventually found out his father was in debt to a mob family who took control of Delazny Studios.

With this information Charles decided to get revenge on his father for years of mistreatment. Charles hired criminal scientist Doctor Ignatz Goldman to create a bullet proof armored costume for him as well as provide him with weapons and an armored sports car to help take over the mob.

Dubbing himself the Enforcer, Charles hired the psychotic Gladiator to track down the criminal Eel and steal a miniaturized ray generator from him. The Eel in his civilian guise had been working for Delazny studios where Johnny Blaze, The Ghost Rider was employed as a stuntman.

The Enforcer, Gladiator and Ghost Rider simultaneously but separately tracked down the Eel. When the Ghost Rider and Gladiator began brawling outside his apartment building the Eel slipped away down a back alley only to run into the Enforcer. The Enforcer robbed him of the device and fled. After defeating Ghost Rider, the Gladiator confronted the Eel and beat him to death thinking the Eel was lying about no longer having the device.

After receiving the ray device Dr. Goldman fashioned a disintegration beam weapon in the form of a medallion.

Donning the medallion, the Enforcer went to the Bel Air mansion where the mobsters that owned Delazny studios were holding a meeting. The Enforcer barged into the meeting and swiftly murdered the head of the family and took over the surviving gang making them swear allegiance to him or die.

With the mob and now his father’s studio firmly in his pocket the Enforcer planned to use the studio as a front to launder money from his various crimes and build a criminal empire with him as the head of it.

Dr. Goldman continued working on miniaturizing the disintegration ray and succeeded in making a ring sized version of the device which the Enforcer wore on his middle finger.

The Enforcer and his mob were then hired by a subversive group to attack the San Diego Navy Yards. Unknown to them the Ghost Rider had tracked them to their mansion and followed them to the Navy Yards where he engaged them in battle.

The Shore Patrol fought back against the mobsters and the Ghost Rider fought the Enforcer in a running battle until the demon biker tackled the Enforcer into the water.

During his struggle to escape the Enforcer lost the ring somewhere in the bay. The Enforcer made a clean getaway but the surviving members of his mob were arrested.

Furious over the loss of his greatest weapon the Enforcer hired the liquid controlling villain dubbed The Water Wizard for one million dollars to find his lost ring and to kill the Ghost Rider.

The Water Wizard was successful in recovering the ring and both he and the Enforcer defeated Ghost Rider who reverted to Johnny Blaze after being knocked unconscious. The Enforcer then strapped Blaze to a motorcycle and sent it off a cliff but unbeknownst to the criminal duo Johnny regained consciousness, turned into Ghost Rider and survived the fall.

Returning to his underwater base with Water Wizard, Enforcer decided that with Ghost Rider dead the only threat to his power would be Dr. Goldman since he could reproduce or counter the ring’s power.

Before Enforcer could kill Dr. Goldman the Ghost Rider burst into the base, soundly defeated the villains knocking them both unconscious and reported their location to the authorities.

The Enforcer awoke before the authorities arrived, stripped off his costume and as Charles Delazny Jr convinced the authorities that Carson Collier Jr. was the Enforcer and framed him for his crimes.

The ruse didn’t last long and soon Charles was sentenced to prison for his crimes and Carson was released. Sometime later the Enforcer escaped and with his criminal empire and civilian reputation in ruins he went into the mercenary business specializing in supernatural or unusual jobs nobody else wanted.

The criminal organization known as The Committee hired the Enforcer, outfitted him with custom Colt .45 automatic pistols with various exotic ammo types to replace his disintegrator ring which he lost under unrevealed circumstances.

The Enforcer’s first assignment was to kill writer/reporter Buck Cowan who was about to expose the Committee's illegal activities to the police. In tracking down Cowen the Enforcer ran afoul of Jack Russel, the Werewolf by Night and best friend and roommate of Cowen.

The Enforcer shot Cowan at his apartment but was then forced into battled when Russel transformed into a werewolf. Their savage fighting attracted the attention of Spiderwoman who swooped in and defeated the Enforcer leaving him for the police.

While in custody, the Enforcer once again claimed to be Carson Collier Jr to confuse authorities but he quickly escaped with the aid of corrupt newspaper tycoon Rupert M. Dockery who subtly manipulated the Enforcer to go after their mutual enemy Spiderwoman for revenge.

Once free the Enforcer used the theft of a bronze representation of Anasi the Spider from the Los Angeles Museum of Anthropology and Folk Art in order to lure Spider-Woman into tracking him down.

Ambushing and defeating Spiderwoman the Enforcer then  shot her wheelchair bound criminologist partner Scotty McDowall in front of her with a psycho-chemical incendiary dart.

The Enforcer then offers to give Spider-Woman the antidote to the dart if she helps him steal ten million dollars, enough for him to retire in style from his super-villain career.

Begrudgingly agreeing to his terms Spiderwoman helps the Enforcer pull off three major high-profile heists which gets her branded as criminal which causes Spider-Man to track her down.

After the third robbery the Enforcer is defeated by Spider-Man and Spiderwoman who demands the antidote he promised. The Enforcer then cruelly reveals there was never an antidote and gloats over the fact that Spiderwoman ruined her reputation as a hero and became a wanted criminal for nothing.

He then voluntarily gave himself up to the police who had surrounded the area during the fight just to rob her of the satisfaction of turning him over to them.

Soon afterwards the Enforcer escaped custody and attempts to fix a race between Johnny Blaze and rival motorcycle stuntman/racer Flagg Fargo by threatening Flagg with death if he didn’t throw the race.

During the race in a packed arena the Enforcer hidden in an arena doorway shoots Fargo causing him to crash spectacularly in front of the crowd.

While everyone is distracted with the accident, the Enforcer goes to the stadium box office and robs it of three hundred thousand dollars of ticket receipt and escapes in his souped-up sports car after shooting two guards.  

Blaze sees the Enforcer escape and chases after him as Ghost Rider in a high-speed road battle taking them up into the winding canyon roads. Despite the armaments on his car the Enforcer is unable to shake the Ghost Rider who pulls ahead of him by miles, turns around and drives full speed at the Enforcer in a game of chicken.

At the last minute the Enforcer panicked and veers off the cliff side road into the lake below. Ghost Rider left the scene of the accident when the Enforcer failed to surface. Unbeknownst to him the Enforcer survived and surfaced out of his sight line.

The Enforcer was among several superbeings from Los Angeles who were captured by the psychotic vigilante Locksmith and his mutant assistant Tick Tock. The Enforcer was drugged, straight-jacketed and kept in a room with no light making him believe the darkness was trying to smother him.

Spiderwoman and Tigra who were also captured led a successful jailbreak freeing several of Locksmith's non-criminal captives who defeated Locksmith and Tick Tock. They, the Enforcer and the other captured criminals were handed over to the authorities.

Enforcer escaped prison once again was later hired by Madame Masque to kill the super criminal called Termite for failing to destroy Stark Industries and Iron Man.

On his way out of his hotel to fulfill the contract the Enforcer was accosted by a bag lady asking for change. When he insulted her and tried to brush her aside she shot him in the chest with .50 exploding bullet which killed him instantly.

The bag lady was in fact the first and arguably most successful Scourge of the Underworld agents.

Later when Captain America finally caught the Scourge of the Underworld, he unmasked him and the Scourge claimed that he was the Enforcer's younger brother and that he killed him in retaliation for the shame Enforcer brought upon his family and the heartbreak it caused their father.

Before he could be brought to justice a second Scourge shot and killed this Scourge who died in Captain America’s arms.

It was later revealed that Scourge agents were trained to give a false background relating them to a costumed criminal as part of their reason for murdering them.

Since Charles Delazny Jr was an only child and had no siblings it remains a mystery if that Scourge was lying, was an illegitimate sibling or a disguised Carson Collier Jr seeking revenge.

A further mystery is the Enforcer identity was taken up by Mike Nero who claims to be the nephew of Charles Delazny Jr. Adding to this mystery is Nero’s eerie resemblance to the original Scourge who claimed to be Charles brother before he was assassinated.

The Enforcer’s true relation to the first Scourge if any and if his protégé Mike Nero is really his nephew has yet to be revealed.
