Here we go! Finally got around to make a dang glow tutorial
I hope you'll be able to learn at least one thing from it
I'll let the tutorial speak for itself aka this description is gonna be empteeeeh.
Oh and btw - SAI is nice.

SAI do have those glow effects and in SAI have Luminosity just a different way of using it. At least, I have both SAI and Adobe Photoshop CS3
