Though I already know how to do this, I'm grateful that there are more tutorials for Paint.net! Most texture tuts I find are for Photoshop!

Well, I just make a new layer, use the Fill Bucket with the colour I want and then use the layer blend options to make it look how I want (e.g. Overlay, Soft Light etc.)

I do believe you forgot to transparent the layer. Other than that to you i tilt my hat

Well, that's optional. It just depends on what effect you want the texture to have
