But think about it...
Discord himself said he doesn't turn ponies to stone, yet Bill has turned nearly the entire population of Gravity Falls to stone and used them to build his Throne Of Frozen Human Agony.
The kind of disfigurement Discord does is to steal Celestia's tail or switch Twilight's and Cadence's manes, while we saw what Bill did to Preston Northwest.
Discord turned Ponyville into a landscape of screwy surrealism, while Bill reduced Gravity Falls to a wasteland of devastation, with the possibility of destroying the universe!
Bill Cipher is magnitudes above any MLP villain...Discord is the spirit of chaos, but Bill is the destroyer of worlds.

They're actually more similar than you'd think, at least when villainous.
Discord may not turn people to stone, but that's because he likes to see them struggle and fail, then wallow in their discorded misery. And as for disfigurements, remember the rabbits? Also, he doesn't physically disfigure others seeing how he prefers rigged mind games. And I'd argue that Discord's surreal land is more chaotic with devastation than Bills. Bills may seem more horrifying, but you can learn to survive it with a few rules. Discords world has none.
Discord is like a kid, he has his toys to play with and wants to keep it like that. Bill is more like a perpetual me-first teenager who's wreaking the house, not caring if something breaks because he can get another.
