"The Shape** of Water"? It's a film about a gov't research facility based around a merman-like creature. A deaf custodial worker connects through it as it cannot speak. Romance ensues and an effort to release the creature takes over the plot. I haven't seen it. Reviews, trailers and a few scenes on YouTube. I'll post a scene-pic search link for you...

The character is my design, but he is heavily inspired by both the amphibian man from shape of water and the drell species from mass effect. So you're not technically wrong.
