either someone has a built in "smudge" utility in his camera .. or .. well .. or .. ok, i don't know what "or" is .. but you can rest assure whatever i will come up with later, it'll be a better of a guess then a "smudge" utility in a camera.

Nope, no smudge was used. I did a zoom effect to enhance the look that it already had. That was the only reason I kept it...looked pretty cool, so i just ehnaced it with a zoom effect...it's in the blur tools I think

It has an interesting look to it.. I'm not sure how you did it. THe bottom looks warped and stretched, which is a neat effect.
