I am assuming that all ghouls lack cutie marks since they can't either practice their talent, or the magic that suffused them and extended their life washed out the magic that had been in them, including their marks.

I'm sure many in Fallout could practice their talents, like the barber in the Underworld in Fallout 3 once the Lone Wanderer comes along. I'm sure there are others too. I don't know what it'd be like in Fallout Equestria, as I've never read it, but it's still interesting to think about.
