Looks almost like a well-executed makeup job.
You know, I think I may try to repro this in makeup and see how it looks. I like the effect it gives.

Just like so many other things in this world, my friend. If ya like this, then ya might like some of the manips has done. He does manips like this but (in my opinion) a bit better than myself.
