H.Beam Piper wrote at least part of a scifi novel "FIRST CYCLE" (how much I don't know.Maybe just a summary) of the worlds Hetaira and Thalassia.
Hetaira's people,looking like cat-monkeys, never had any religion or governments. They had no concept of such, but developed their technology & laws based wholly on logic.
Thalassia's people,the "Grassheads" as they were called by the hetairans, were sotted with religion and government, and ended up with a dictatorship on both counts. Once the Supreme Leader usurped the title ,powers and duties of the Supreme Pope...,the conversion was complete.
When the two peoples met, there was naturally a conflict !
