Ha, ha! I think he is kind of like that. The guy who commissioned them said they really don't have a sense of right and wrong, but are just kinda hanging around in a post-Apocalyptic world, doin' their thing.

Exactly! The commissioner wanted them to have a sort of dopey look to them. They're not aware that they're hurting people, they're just doing what they do. Kinda like the cave troll from Lord of the Rings.
