District 8: Textiles (Peacekeeper Uniforms)

District 11: Agriculture

This doesn't actually make sense according to economic development and specialization in the US. Furthermore, it doesn't account for Panem as the entirety of North America, which is what's specified in the series. North America includes Canada and Mexico.
