This is a cover art for his fanfiction based on Fallout: Equestria universe, featuring Ruby Moon (cherry colored pony in the center) as the main character. Yes, this is Starlight Glimmer in the right corner. No, it's not Applejack on the left.
The idea of this artwork was to represent both pre-war and post-war Equestria, since the story takes place in both of them. So this glass crack kinda split the picture into the two timelines.

I know why Starlight Glimmer can be in Equestria Fallout because in the MLP:fim Starlight Glimmer has ever done future adventures.

She wouldn't have to be to appear in the 'before the war' part of the image. That and since the author's didn't know about her until after the fic was finished it would have had she been around.
