As long as you turn AA off I think the steps wouldn't be that different for photoshop.

Programs like photoshop do it to smoothen lines, it kills pixelart.
Always turn it off when you pixel in photoshop.

Pixel art has intrigued me, but I never knew what dimensions to work with!
Do you work literally pixel size like 100x100 or whatever, or do you scale up a smaller image to make it easier to work with?

I never resize whilst drawing, I just zoom in a lot.
Normally I work in the max zoom allowed in MS Paint: 8x.
